I see that there are special dgv codes in the shop for wargreymon and metalgarurumon. So is that option to become omnimon already there?

no. In japan it is against the law to fuse 2 charakters in gacha games to get a new one, that is why omegamon has his own wargreymon line. (lvl 1-20 is metalgreymon, 20-60 wgm and 60-99 omegamon)
omegamon will probably release next month or in march

yes, and so is nerfing characters. It is to protect costumer from extremly drop rate characters that imply P2W
