Unclear, but the person who wrote the article talked to a pro ref who both laughed at him and said that due to the nature of covid and the need for laughter, in some cases, he'd likely let it slide (pun intended)
Also, the league commissioner (quoted in the article) said:
“Considering what the players and staffs have gone through to make the Challenge Cup work,” Baird wrote in an email, “I think we’d all welcome a bit of levity. The officials would obviously have to decide whether a restart was delayed, etc., but I can say categorically there wouldn’t be a sanction from the league. These women are absolute professionals, but they’re also a ton of fun — I’m sort of surprised we have seen it already!”

It would most likely be a yellow card for excessive celebration. So well worth it.

The person who wrote the article talked to a pro ref who said, normally yes it would be a yellow. But because of the current situation of the world, they would allow it because it would be a good/happy thing for the players and fans to see. As long as it didn't take too long to restart the play it would be fine.
