Stuck in Glazed ..

So I just beat the seventh gym in Johto (Silver in Evergreen). But they don't let me pass through to the Johto League because they say I need all the badges. I assume that I need to go to Blackthorne city but both of the paths on the map that lead there are blocked off. Am I missing something ?

I just tried going back there and they are still telling me I need "permission". I must have missed something along the way.
