Restart/Shutdown being prevented by open programs - 'Cancel' button doesnt cancel (W10)

Is there a fix for this?

When i restart or shutdown my pc and it tells me a program i didnt realise was open is preventing the shutdown, and i want to cancel it, clicking cancel just restarts/shuts down the pc anyway .... wut? why microsoft?

Have tried googling but lots of unrelated stuff and 5+ year old threads on the same topic with not much of any solution other than forcing shutdown to cancel by locking or reinstalling windows which id rather not!
