Does anyone else remember Mozzie bringing in the mannequin at the beginning of the Season 6 premiere? It is the same mannequin Neal shot inside the container, could this mean that they had been planning this for a long time?

Neal probably changed the plan and used the mannequin for a different purpose, or it may have been for the escape plan. Mozzie did say they wouldn't run without finesse when Burke questioned him about Neal running away in that episode.

This is episode s6e1 (Borrowed Time) and predates s6e4 (All's Fair), with this exchange:
NEAL: What are you not telling me?
PETER: I pushed for the Panthers' case. I turned down FBI resources and guaranteed that we could take them down on our own. I have to deliver.
NEAL: What happens if you don't?
PETER: Mm, something along the lines of an early-retirement package and a box for my mugs.
And Neal gives a look that makes me think that he realizes right then he has to recalculate his plan because he can't leave his friend in the lurch. So I don't think that whatever the plan was for the dummy (and remember, this also predates their knowledge that the Pink Panthers are involved entirely), it was not the plan that is revealed in the finale.
I don't think Mozzie knew about it all until the last episode; hence him always asking Neal for an introduction to the Panthers. It would be pretty awesome though if they had planned it together.
