It's a composite. Notice how

The New Bliss wallpaper was included in the downloadable Royale theme from the Microsoft website. It was not available in MCE.
As for the origin of the image itself, it was created by a DeviantArt user and shamelessly stolen by Microsoft with no credit.

well yeah at the time i wrote this comment the posts in the description led to two wallpapers by americanpsycho which judge's wallpaper was seemingly inspired by and edited from
unfortunately i didn't think that they would get deleted since that account is ancient, and archive(dot)org didn't capture working snapshots of the posts, the closest i could get was a 2006 snapshot with botched CSS and the image itself not being archived: https://web(dot)archive(dot)org/web/20060304211734/https://www.deviantart.com/view/1452879/
they were fairly uninteresting pictures, although it seems like they are now lost media which sucks from an archival point of view
whats funny is i literally forgot how i'd gotten to this post in the first place, there is a staggering lack of information about this whole ordeal
