People use assortment of different payment methods. Automatic refund doesn't guarantee original donor will get the money. What if you used a gift card, or your uncles credit card, or what if you closed your bank account right after the donation? It can be automatic, but that creates worse issues if the money doesn't reach the original donor

these people "Can't" find an apartment. Renting a place in SF is borderline insanity. You must bring all your qualification documents (letter from job, bank statement, credit report), and cash, and references from prev landlords on the day you see the apartment. Even then your chances of getting that (shitty, dirty, tiny, underlit) apartment is slim. That's just the cities problem for not building more buildings.

I think we should ban regular bullets. Stop making them all together. Make rubber or silicon bullets the only possible one. Sure black market will have regular bullets, but how many people actually dare to the black market?
Just by restricting the bullet into non life threatening version could and would save lots of lives.
Yes you can get seriously injured from rubber bullets, but comparatively most of the time you don't die from the exact same shot with led bullets
