Legally though.  

Big difference between winning the war and changing the government.  US could have occupied as long as we liked, especially if we were going full authoritarian instead of trying to set up a democracy.  But can't build a democracy if the people don't want it so after 20 years we cut bait.

Even then he is struggling in a state that should be a slam dunk, meanwhile Ossoff and  Cooper are cruising in redder swing states. AES  is a great communicator, and even then he needs a +10 environment to be competitive.

The issue isn't about deep blue areas.  Look at the Senate polls.  Progressives are definitely doing worse relative to non progressives.
