[Borderlands] What is it about Pandora that leads to all of these aggressive midgets running around?

There's a whole lot of midgets running around Pandora, and Elpis I guess. What happened to so dramatically increase the rate of midgetism as compared to our current population?

The high demand for small people cage fights is high. Leads to breeding of small people for sport I assume.

The eridium in the environment is pretty mutagenic. Whether its gigantism or dwarfism, it's not a surprise that physical mutations are more common on places like Pandora.
