C# I like Visual Studio

Python I like Anaconda it comes with lots of tools for ML

Not sure about what to use for pygame dev though.

These guys are good on Udemy I've done their machine learning and deep learning but not done the AI one yet but have bought it. AI course udemy. Andrew Ng's machine learning specialization has got to be my favorite though.

I don't know godot but I find Udemy very good. Just look for good ratings and material that looks good.
