Hi ! Looking at the reference, I don’t think it would be that hard to make yourself for the post part like you said, you can find the bra, sleeves and skirt. (Don’t Forget you can dye them if you don’t find the exact shade !)

For the shoes, I think finding something similar might be the right move because the other options might be way too expensive for you.

For the socks : seems like over the knee White socks and this plastic bag situation. You can try buying transparent plastic bags and dyeing them (lot of ytb tutorials to look for but don’t burn yourself please ! If you’re underage ask for help). the straps could be made for cheap eva craft foam painted and varnished then add sans buttons or cheap buckle.

The belt seams like it’s made from transparent vinyl and searching « belt blue pvc vinyle transparent » i’ve found material or already made belts, so give it a try !

Same as the socks for the plastic for the top, or just but a different plastic bag (you might have some already at home) or use the blue vinyle if that’s what you are going for !

For the with, not an expert so i would just buy a light blue with and add extension in a darker blue ! Same, lots of tutorials !

Don’t hesitate to ask local community groups (sewing groups, …) for scraps of Fabrics or Even fabric store sometimes have scraps they sell for cheap ! Have fun !
