Yeah, if you pass multiple providers per channel in the providers array it will fallback to provider b if a fails. Also there is channel fallback if all emails fail then do sms.

This is a wierd edge case, ultimately it comes down to business decision, would you rather risk loosing a notif by making sure you only send once. Or would you rather allow duplicates but never loose a message. Most systems choose the later because it is just less pain from business standpoint (i would never risk a timeout with notif not delivered)
