Either is fine. Doesn’t make much of a difference. I think the Washington bus has to deal with traffic due to the closure of 14th street between Bloomfield st and Washington st, so that’s a nuisance.

But I would recommend getting on a bus earlier than 8:15-8:30. That’s prime time rush hour and it could take anywhere from 20 minutes to an hour to get through the Lincoln tunnel due to unexpected and variable traffic/accidents, plus there could be a very long line to get on the bus that late.

Try 7:45am. Getting to port authority is pretty easy and quick if you catch the bus before 8am.
