Homeless shelters in Australia are nothing like their American counterparts. They either offer a daybed to sleep on, or no bed at all and just let you conk out during the day. Most people sleep in tents because the shelters only provide basic services (meals, showers, laundry, coffee, social services) and palm you off at the earliest convenience. The only reason we call them shelters is because they typically let you sleep on the floor or wherever during the day. That’s it, mate.
