I don't get it, why is the player models eye's glowing in current Rust? Haven't played in quite sometime so excuse me if tis a stupid question.

Because there were so many of those Redcheck balaclava's and FP wanted the price to go up. So they made anyone who owned them keep it, but not be able to sell it. Therefore ones that are bought for $2.50 get sold around $2 instead of 0.4cents.
They've done it for various items such as Double Yellow balaclava, Black shirt, checkered bandana, and some others.

How is it opposite to make arrows shatter if it hits strong armour.

The developers are trying to make Rust as realistic as possible in terms of survival, pvp and raiding. Does completely breaking a stable twig wall with 2 arrows seem realistic? Not so much.
