Building a Surron piecemeal from used parts sounds like a bad idea. You won't be able to test the parts until it is assemblemed. And what if it doesn't work then? You then need more parts, but you might not even know which parts are kaput, since you can't test them on a running bike. You could easily wind up spending more than the cost of a new bike.

And even if it were causing some significant increase in traffic, claiming that it is "destroying Charleston" is extremely hyperbolic.

Such amphibious vehicles exist, however the vehicle in OP's photo does not look very seaworthy to me. It seems to be only the upper half of a boat hull affixed to an automobile frame. Surely that would sink like a stone.
