The lead car did not hit a person. That is the tire apparently he got spiked and you can see the passenger front is on a rim. That was the tire that got thrown free from the vehicle. No people were ejected.

I was the claims person at a refinery where dust aka sugar dust just like this scene came into contact with sparks from a shovel and killed 13 people injuring over 100. Over $300M in property damage not including third party car and house damage. Took over a week with helicoptors to put out the fire.
Induatrial dust is deadly and nothing to fuck with unless you are suicidal.
