For the same reason similar amount of people disapprove of him when his approval was at its highest, regardless of who is the candidate/president 30-40% of American will always no matter what or who vote for Republican , and 30-40% will always vote Democrat once again no matter what or who.

You could literally ressurect the angry German mustache model and run him for Republican candidate and the hardcore 30-40% of Republicans will vote for him.

You could do the same for Stalin and run him as Democratic candidate and the 30-40% hardcore Democrats would vote for him.

In USA elections every candidate fights for the 20% undecided always, the variance of 30-40% btw does not mean those voters from this block will vote for opposition if they don't like their candidate, some will simply not vote if they don't like candidate.
