I will further add to it by saying loyalty is an inhibitor of intelligence as its two primary (not sole) factors are often fear and ignorance. In this case, you've pointed out the latter for me that "he doesn't know any better/he's still a child mentally." Both of which, were you to use them to describe any more grown-up labeled person would be an indicator of lack of intelligence.
