So you can't just powerlevel or boost through dungeons with low degree of difficulty. It doesn't fully eliminate the ability but it makes it more difficult

HC is at its best when you have to be outside of your comfort zone

Also these are leveling dungeons we're talking about. Most of that gear is getting replaced in a few levels anyway, especially with stronger profession items, quest rewards, and even more dungeons. By the time you get your specific drop from a dungeon (let's say, 3-4 runs) your friend who did one run and was just questing is now almost 2 levels ahead of you.
