At this point Japan still has (i forget exactly) dozens of nuclear plants, and are only down three.

There were many dozens of coup's all over south america during that era, and only some were backed by the u.s. The later one's i.e. Argentina/Uruguay in the late 70's had even less to do with them, the greater point is that most of them were very repressive and there were tens of thousands of disappeared, assassinated, or tortured during the reign of these regimes. Which is why the populace might regret that they had happened.
