I agree. Cell is among my favorite villains too. He was an intelligent but arrogant villain. But what made him especially entertaining was that he just wanted to enjoy himself through fighting, a passion shared by Goku et al. He was willing to play by the rules (until he started to lose badly).

ICE as an organization is completely corrupt and compromised. Even if you want some immigration agency, it should be an entirely new organization with a new name and obviously better people, and most importantly real accountability. I fear that a lot of people confuse ICE with being a legitimate organization, so they just see "immigration" and vote "oppose".
