I would highly recommend sigdex.io. You can look at all of the warscrolls/rules for free for all armies, build lists, and use it to keep track of which abilities you can use in which phase

I have/play both FEC spearheads. While I think the original spearhead is stronger, I dont think the difference in strength is insurmountable. I would suggest you get the one you find cooler unless you only care about winning.

That said, I think the charnel watch will be very strong using 2v2 spearhead rules that just came out since the beastflayers have even more area to jump around and the rest of the spearhead is also very mobile.

Both retreat and reinforce have the "core" keyword, so im pretty sure you can only do one or the other

All existing spearheads are still legal for play. You can get the rules through the free "Age of Sigmar" phone app. Navigate to "Cities of Sigmar" and then "Spearhead armies" and finally "Castelite Company".

Alternatively, you can download the Cities of Sigmar faction pack for free from warhammer community here. The Spearhead rules are at the very bottom.
