Yes you can party up with multiplayer off I don’t know why so many people don’t know this and keep spreading misinformation saying you can’t. You party up via your NMS friends page and join their session and it works just fine. My BF and I do it all the time.

You can party up while turning off multiplayer. It just puts the two of you in your own instance separate from people not in your party
