I believe some of the U Boat bases were so big that they were multi level, I am not sure the lochs would have worked as an elevator, but that is my first thought.

It would also make sense that even if only one level was flooded you might want it underground and below the surface.

You also wanted lochs to prevent torpedoes, etc… so the approach channels would be restricted in many ways.

Another fun fact, when the peaks of the Karakoram were surveyed (from India I believe, at a distance of over 100 miles iirc) the peaks were designated K1 K2, etc… with K1 being the tallest.

Even from 100 miles, it’s the tallest by a wide margin so that call would have been easy.

It also makes sense that there would be nothing further inland, but the furthest west of the 8000m peaks, Nanga Parbat is quite far away so it would have been tough to be sure.
