I feel like I am missing something here...
Why should I want to write a functor with a static operator overload, instead of just writing a function?
HellAndCo
is this an exclusive or an inclusive one?
Just asking because I have a lot of usecases for "either a lot smaller than or equal to but not just a little bit smaller than"

Extension methods in C# can also be called with the "free" syntax (as free as functions can get in C#).

Video Game Modders use them for things not possible with existing mod kits, e.g. the script extender series for TES and Fallout, the multiplayer mods for Just Cause and GTA
Another option might be to go the OG decoder. Without using the native libraries and a wrapper you can still look at C# ports, e.g. https://github.com/JoshDullen/libpng.net
In either case this will not be a very pleasant experience coming from ImageSharp and similar, but it will give you much more control over the PNG output files.
