Honestly, the real answer is that, this really testimony, at least, is from someone who was likely disturbed and hallucinated the details. It's why the allegations didn't go anywhere. The details are horrible but ultimately don't line up.

Honestly, it's worthy of significant concern by concept alone. Nothing they implement will actually make anything more safe. My mother is very computer illiterate. Downloads all her apps from the Play Store exclusively... Yet still always ends up with tons of adware when she downloads a bunch of random "free movie" apps.

It typically is, but you need to provide updated proof of income and it is only available at the start of the last month they've previously given you assistance money for.

In my experience working on many of these applications, the automated hotline is the next most accurate status indicator after speaking to a person, but way faster than visiting an office or waiting on hold. The applicant end of the website is fairly buggy and not only suffers from delays, but sometimes manual changes on your account in their back end can sometimes break the account in a way that stops it from ever updating properly again.

As of right now, two of the applications I have access to which were approved and eligible to recertify soon thereafter still presents a dialog box upon clicking RENEW which states, "You are now eligible to request additional assistance for Utilities. You will be eligible to request rent once your current request has been processed. You will receive an email when you eligible to request additional assistance from OUR Florida."

You may ultimately have to write it out as a written attestation, where you explain the math as to why what the money is intended for and why it will be exhausted on other necessities.

An attention document includes a statement that begins something along the lines of, "I attest that the following is true: blah blah blah blah." Then at the end, it must be signed by the applicant. Then submit that to your case worker if there are further issues.

Tbh, I suggest you don't rely on that to solve your problem. It's not likely to. You'll want to see if you can intercept envelope some how. Possibly contact your local post office and ask them how you might do so. Or warn your property manager as it may go to the front desk if there is one.

ACH/Direct Deposit started and the payment is still pending.

If you haven't attempted to recertify yet, you should still have the ability to see your disbursement schedule on the website after logging in. What does each payment say? If it says "Approved," they haven't mailed anything out (nor attempted direct deposit with the landlord). If it says "Deposited," the landlord has cashed the check and received funds. If it says "Paid," that suggests the check was mailed but not deposited; in which case your checks may have been returned to sender for one reason or another. FYI, if you live in an apartment that requires your name in your personal mailbox, your postman may not be putting the check in your mailbox as it is addressed to the landlord at your address and not your name specifically.

The program only grants up to 3 months of prospective/future rent at a time. However, they will cover, as a lump sum, as many months of back rent you may owe which is eligible for the program, up to limits. For additional future rent, you've gotta wait until the final month they covered and they should notify you to recertify your application (apply for additional months).

If you can explain how his necessary expenses will cause his savings to be exhausted even with whatever income he may or may not have, it shouldn't be a problem. OUR Florida seems mostly concerned about applicants' regular income anyway.

If you still have pending months of prospective funds, you'll likely only be able to request utility assistance. Any form of recertification being available so soon after an approval is definitely a new practice, though, and likely a recent change in policy. It was policy to offer recertification at the beginning of the final prospective month covered. I guess they finally realized that forcing people to wait months to recertify for utility assistance will often guarantee that their utilities will be disconnected before they are able to. I guess any improvement in policy is better late than never.

Just to be fair, this doesn't really benefit the state (government) at all. And it's important to remember that the program isn't even run by state employees. It's operated by a contract company called Tidal Basin and only overseen by DCF staff in a fairly broad manner.

Really, this mess is just the result of Florida making a poor choice in who to entrust the grant management to. Tidal Basin is likely just the lowest bid, offering to run the program for the cheapest.

Florida ultimately won't benefit from not distributing the ERA funding. Grantees who haven't met distribution goals will have to return much of the grant to a larger pool to be again redistributed to grantees according to need. So unfortunately, if we don't spend the money on Floridians, someone else will spend it. 😞

Just an FYI, QC is Quality Control. They have a 2-step approval process where they first be determine your eligibility but then it gets reviewed by QC to ensure that all the documentary requirements are met. It is a good sign that you are eligible but in the final steps of the process.

Try and get in contact with OUR Florida. They will also cover reconnection fees if necessary. Sometimes you can contact the utility and explain and they'll turn it back on without payment.

The utilities don't require a payment to the landlord so they don't need to wait to see if the landlord participates and provides information for payment. The good news is that this update suggests that you are eligible for assistance. But you must wait to see if the landlord participates. If not, but still approved, OUR Florida will eventually mail you a check payable to the landlord you identified on your application. It will just take more time.
