I only have gotten that from a couple landlords that were just guys who made it their job.  Though one of them hired pros and the other hired his tenants or did it himself - like fixing stuff with whatever he had laying in his truck.

Another one I rented from and he'd do some repairs with someone else helping him, but then a year after I stopped renting from him he was at my job orientation as a fellow new hire - he said the landlord thing wasn't taking up enough of his time.  Odd guy, one time the unit above us was vacant so he and someone else would use it to practice their circus routines - which was annoying.

The worst to rent from were corporate property managers where everyone just passed the buck and nothing got fixed.
