There is also something called secondary antisemitism which refers to people having different standards to Israel compared to other countries. While i don't have a definitive answer, i would suspect because they popularised the concept by propaganda. I'd also think that there were much more autobahn kilometres build in Germany than in italy and by the end of the war the allied soldiers got to know them and used them making them popular abroad when they returned home.
