I usually hit it with a wet vac, and then with a clean dry rag, you know, kind of stick it in the pipe as far as you can and try to get any residual water out. Otherwise you’re fighting water vapor pushing out of the pipe while you’re trying to solder it. Or if there’s any standing water in the pipe, you have to boil that water off before pipe actually gets hot enough to stick.

If there was any water in the pipe, too close to where you were working, it would prevent the pipe from actually getting hot enough to solder
