When I was in high school the faculty started making a fuss about enforcing the dress code for the girls. Basically said that any girl who came in with any leg visible above the knees would be immediately sent home and marked absent.

So of course the next day basically every guy came in wearing booty shorts.

I think you just accidentally made an argument for him dyeing his hair. The reason why he is so broke all of the time is that he is that he spends all of his money on artistic endeavors instead of necessities for life, I could see him looking at hair dye as an artistic mode of self expression and valuing that more than food.

We have no idea how large of an organization they actually are though. They seem to have an influence over many notable planets in the Cosmere, if Mraize's collection is any indication. As far as we know the members we've been seeing could be far down the chain of command, just a handful of hundreds of members spread out around the Cosmere.

Not to mention that he is currently on a completely different planet and only able to communicate through the use of seons. He could very well have no idea how they're going about their business, just that they're getting the job done.
