Yes but we have only one datapoint on civilisation. We shouldn't assume that our way is the only way. And i wouldn't say that removing yourself from nature like we do makes us more civilised. There are plenty of things an intelligent species could do that don't require tools, or hands. Like nurturing/selecting nature around your home to be more fitting to you. like digging swails end trenches, for water management. Domestication of other creatures.

Sure monkeys have culture, but so do orcas and crows. Even though one type of crow does one type of tool use, all crowd have a sense of community and share concepts trough communication.

Also tool use isn't much of a filter. Domesticated cows have shown tool use. The fact we think tool use is rare is an assumption we made.

I'd say possibly, depending on your definition of civilization. B ut we won't find proof. How would we even recognize it. Tool use is probably not a key importance part of civilization. 

Say some smart fishy animal started domesticating other fish to form advanced hunting parties in way humans did with horses wolves and falcons. We wouldn't see that in the fossil record. If they started guiding reef builders to build reefs that worked as homes, would we see the difference? 

Tool use is also not that important, there are many other ways of improving your community.
