The FBI has determined that 9mm in 137 or 145 grain 'law enforcement' type loads outperforms every other common round in its battery of tests.
It's likely that the smaller cross section of the two smaller calibers isn't enough to compete in barrier performance like a 9mm can. And if you can't apply lethal energy to a targets vitals hidden behind obstructing mass, then you just run into another Miami scenario.
I don't think there is anything 'tactically' superior to the above grain 9mm without moving into rifle rounds.
