They are stringing you along for that apartment. It might not be intentional, but changing the agreed on dates is stringing you along. Is it worth going thru the mental anxiety of your mother? All I can tell you is that, as someone much older, your brothers life will be negatively affected by not having goals and rules. You will flourish in adult life.
