Their highest costs are paying for their employees' time, gas and vehicle maintenance. The more frequently they have to pick up, the higher the cost. The smaller the bins, the faster they fill up, and the more frequently they have to pick up. OF COURSE charging people less for smaller bins was an abject failure!
