The actual statistic is that they are illegally possessed. All of these situations count as “illegal guns” under that framework despite all involving legal purchases: someone who legally buys a gun and subsequently becomes ineligible, someone who legally purchases a gun and then provides it illegally to a family member, someone who legally purchases a gun and inadequately secures it resulting in it being stolen. Are there policies you’d support to reduce any of those channels?
