Generally they can undo the legislation and programs of the previous governments if they have enough control over the legislature.

I don't know how it is in America. Emailing or writing is easier. It will be noted what you wrote about. Here in Australia you will get a response, mainly just a standard reply sort of thing, depends on what you write.

Organising a phone call just depends. Here in Australia some MPs are more generous with their time. Some don't have much time, especially if they're a minister or shadow minister. I've heard of examples where an MP will talk for over an hour.
