Your description makes me think of the Frost mod for Fallout 4 which is set 5 years after the war and definitely takes a lot of inspiration from Metro. I for one would have definitely found some middle ground between this and what we got with Fallout 76-

The world is in ruins, most of it is now empty wasteland, but people have started coming out of their bunkers and returning to the surface, after all this was when some of the vaults like 8 and 15 first opened. I'd definitely contrast these new settlements with an empty, desolate world though, where you might go a long time without running into any humans, and those you find may well try to mug, shoot, or even eat you- highlighting the overall decay of humanity and the fact that the first generation born after the war are now becoming adults.
