It is misleading. Once you start taxing personal wealth, two things will follow: once a government taxes personal wealth once, it will do it again, so why risking it?
Second thing is - once government comes with wealth tax, money/wealthy people will start fleeing the country/state, and exit tax will be implemented. Norway came with 38% on wealth tax if you wanna leave the country. Of course, they call it - tax on unrealized gains, which is the same.

So the best thing anyone with a wealth could do is run away while you can

Causing no harm is not a ticket to another country. You are either genuine refugee or not, and being harmless at a certain moment plays no role in making a decision if you have a right for an asylum, which you should request at a border check.
