Unfortunately I can't claim the idea :) I found this solution in flameshow issues on git https://github.com/flameshot-org/flameshot/issues/702#issuecomment-1188964266 . Moreover there actually exists a pull request that adds support for OCR directly in flameshot (here https://github.com/flameshot-org/flameshot/pull/3074) but flameshot dev seems to be against mergeing it :/

So if anyone is interested I figured it out, it's the same issue discussed here https://discuss.getsol.us/d/3793-plasma-settings-not-stored-touchpad-system-settings-module , and it is solved by just restarting or re-logging, this happens every time something is updated though Discover (doesn't happen with pacman).
