Yeah it doesn’t cut anyone’s current bill or freeze it. It just puts a limit on how fast the total amount a city or county can collect from property taxes can grow. Your own bill can still go up if values rise.
It also doesn’t let the state take money from one place and spend it somewhere else. Nothing in the language does that. Taxes stay local. It just makes the legislature put some kind of growth limit on each local government’s own collections.
Big commercial owners benefit for sure. Regular homeowners and retirees who’ve gotten slammed by rising assessments do too.
Duke Energy has a clear interest in this. That doesn’t change what the amendment actually says.

It doesn’t only benefit the rich. Property taxes hit regular homeowners too, including middle-class families and retirees on fixed incomes when assessments or rates jump. A levy limit would put some brakes on how fast the total amount local governments can collect grows each year. The amendment itself doesn’t set the exact limit. That comes later from the legislature.
Big commercial owners benefit, sure, but so do ordinary homeowners and renters (since landlords pass the costs on). On the legal side, local governments get their taxing power from the state. The constitution can set limits on how much those levies can increase. Plenty of other states already do versions of this.
Whether the eventual limit is well written is the real question. The “only helps the rich” take oversimplifies it.

My wife has driven roughly half a tank of gas, while I have only taken the car to Starbucks and back.
Our current plan includes window tint and a ceramic coat, with a possible exhaust upgrade. We will avoid any tune or powertrain work until the warranty ends.

The lack of universal healthcare is the result of decades of policy decisions under both Republican and Democratic administration. Not one party is to blame.

Yeah you’re right, they could just pass a regular law for this. They don’t need to put it in the constitution.
The whole point of sticking it in the constitution is to make it way harder to reverse later. A future legislature couldn’t just vote it out. They’d have to go through another amendment process.
Whether that’s a good or bad thing is the actual debate. The “we could just do it with a regular bill” argument kind of applies to almost every constitutional amendment.
