You legally can't put a tax on exports. That goes against free trade. Yes an export tax is the opposite of an import tariff.they essentially mirror wax bother and create the same economic conditions however. 

This is why it echoes trumps policy. I'm saying the end result. Is that you piss off your trading partners. If export taxes made trade better for everyone. Then every country on earth wouldn't be spending decades hashing out free trade agreements.
