I've always interpreted it as the ped needs to have stepped onto the road/crosswalk (if there aren't lights).. you don't have to emergency stop because someone is hanging out on the sidewalk... BUT because I'm not a dick and I pay attention, as long as someone isn't up my ass so I can come to a stop safely of course I'm gonna let the person who clearly wants to cross the opportunity to do so.. also pro tip: giving a thumbs up is the clearest way to communicate through a glary windshield that you see them.
