It's a progressive belief that women/ blacks/ indigenous people are systematically oppressed. The unstated-yet-still-heavily implied part is that it is Whites/ Asians/ Jews/ Men doing the oppressing.

I think viewing men as aggressive, dangerous, and predatory is pretty in-scope of current progressive beliefs.

The second part of your question: about why, from a progressive point of view, can't that approach be justified against other groups? I would say that progressives DO apply that same rationale against other groups: namely that White Men are the primary source of evil in the world.
