R&L can only proc one per turn gained through turn order the only time it can rapid proc is through units like Baiken and Karin who have built in extra turns and it needs to proc at the same time that extra turn procs for it to be able to proc again amd thats because R&L activates its extra turn before the ones gained through skills. Very few thiefs can effectively use it because of that, outside of units with built in extra turns its an just an above average artifact.

I completely regret +15ing my Luna because shes average at best even when I had her on some of my best gear. Too many units overshadow her because shes an unreliable unit once her s3 is spent and doesnt help that most of those units also do something else once they do their big burst damage the only upside she has is being slightly tanky. Even if most people use it as a joke giving her the "obligatory extinction" in some manner would give her some relevancy she doesnt need a drastic change just something small or an ee that helps ease her blatant faults.

Edit: also blows chunks that w13 makes her former w11 prevalence null

Ruele is in her normal form so technically theres no RGB version of her unless they made like a pre-heir version of here which is most likely never going to happen also Destina has got a fair bit of character development through two side stories and appearing in the main story throughout start of episode 2

Only thing that she needs is a set of EE nothing more than that. Shes niche but very good when youre able to use her already and also very fun.

Edit: If you run R&L on her she can get a stupid amount of turns and can easily have immunity off cooldown constantly/steal buffs constantly if shes on a fast build

If you have Sigret then Dizzy is amazing in w13 can gimp the wyverns damage so much so you can do well even with a slow team and still break barrier

Eaton is good for a ml3 tho hes probably the best f2p tank in the game for pvp content
