My concern is that we're attempting to patch a hole in the City's budget, by raising taxes during a downturn. Does our budget picture make more sense without these changes in 5-10 years when the economy is doing better, and if so what is the net result of the tax change?

I'd be more supportive of it overall if we balanced out the changes over time. Reduce small business tax immediately, match the large business tax revenue for the first year or two. Phase in the remaining changes over an additional 3-5 years. 

It gives time for businesses to adjust. 

Does reducing business tax spur enough small business starts/growth to offset the potential loss of a larger employer? If we scare off larger employers due to higher taxes (which the whole CEO threatens to leave XYZ unless they get to make more money trope is sort of true and not true at the same time. Questionable whether people would leave or not).

Our goal should be tax structure that helps support economic growth with reinvestment, does this proposal accomplish it? I think optically it FEELS good, but I'm not sure it actually gets us to where we need to be.
