I found it! :D It's not "come on" it's "I'm on" and the song i My Tears Are Becoming a Sea by M83!

M83 is quite similar, especially the vocals

Bands and artists that have a somewhat similar vibe: Muse, Coldplay (Politik is quite similar), Grizzly Bear, The National, The Drums (Down By The Water is quite similar in the pacing and tone)

Might add more as I go along if it helps!

I tried to come up with the notes for the orchestral hits, I'm not sure if this is the right scale or not but it goes along the lines of this: F, F, E, D, short pause, D, E, A, short pause, G, C.

I'm mostly sure of the ones before the first pause. Not sure about the chords unfortunately!
