I would do the flat blade. Just dont press too hard while cutting, the blades flex a bit under too much pressure causing it to cut inward or outward rather than straight. Take your time.

That buildup is very hard to clean, but its doable. I used a bristle brush, baking soda, and a lot of elbow grease. Took about an hour of hard scrubbing. If you have a drill, they make an attachment brush with plastic bristles. Flat one for the flat surfaces, the toilet brush shaped one for the rounded corners. Could speed the process up a bit if used correctly.

Get a rag, damp it with warm water. Blot the area with the rag then vacuum it up. Repeat several times.

Pressure wash it until the dirt and debris are no longer flowing out, use foam backer rod to fill the gap, stuff it about a quarter inch deep in the gap, fill the remaining gap with exterior caulking of your color choice.
