That is correct. There is no unlock code. It's a server-side command that the phone receives to do highly-privileged low-level unlock operations.

It should happen during the port out, but I guess something didn't trigger the OEM unlock toggle properly. I think OP skipped many important steps if the preparing the Pixel was an afterthough to getting that Fold.

I had my Pixel 6, 7, 8 all OEM unlocked by SIM unlock on T-Mobile before the new policy. The new policy still allows OEM unlock through a SIM unlock. The only thing that changed is early permanent SIM unlocks or unpaid balance permanent SIM unlocks are no longer possible. Reason why I went retail unlocked for the 9, 10, and 11.
