Fantastic comment and apologies for being broad lol - style of riding would be road/gravel, would love to be based out of a city for easier logistics and less of a hassle for planning- ideally a city where it might be easier to meet other cyclists as a solo traveler.
My initial thoughts were either Girona or Mallorca, because I’m not sure there’s a specific city in Italy that would check the boxes

SF law already dictates an owner must be living at least 275 days per year in the unit.
The City of SF also literally has an agreement with Airbnb, where no one can upload a listing to Airbnb in SF without proof of getting a short-term rental permit.
The City also has an Office of Short Term Rentals where they have an agreement with Airbnb to date scrape the website and ensure compliance with the 275 occupancies by owner requirement and only renting it 90 days a year.
